Seventh Republic. As part of the peacekeeping police forces of this country, there is a special 13th department, designed to suppress the criminal activities of eccentrics and other unorthodox individuals and organizations.

The main character, Hiriyu Ryuka, is serving in this department. Despite his outstanding ability as an officer and his problematic behavior and obsession with the events in the past that caused the tragedy, senior management decided to transfer him to: 13th Division.

Ryuka prefers to work alone, but after being transferred to the department of an elf named Clarice, he ended his lone wolf work style as he was paired up with a rookie from the police school.
