The story is set in a dystopian future Japan. Civilization, once destroyed in world war , has been rebuilt after hundreds of years. And as the symbolizing of the new world, Kannagawa, the new capital prefecture of Japan was born.
Ikaru Kai, the protagonist from a rural town, has moved into Kannagawa and encounters a new race of people called "God Killers", who's known as people with distinctive white hair, and learns of the pitiful situation they're facing due to the discrimination they have endured.
He may not be able to do something as grand as changing the world, but he still wants to at least lend a helping hand. With this thought in mind, he meets Makiri Shogo, a bullied classmate who is a God Killer.​
