also the first number is the version the second and third are the patches so no they are not making it seem like its is past finished if you need how to read coding you would understand that

Except that other games in progress DO start at 0.01 to signify an incomplete game. It seems to mostly be a question of personal taste, like how in coding programmers can use either camelCase or Underscore_case for the same thing. Personally I agree with Caedd: start at zero, then build up to 1.0 for the standard game with additional patches for bonus content.
